Economists' Petitions Bleg

George Mason University Professor Dan Klein, Carrie Milton, and I (Dave Hedengren) are collating economist petitions and signatories. It is a project for Econ Journal Watch. We’re looking at petitions signed by economists. We’ve gathered the following list of 17 petitions principally signed by economists. Can you think of any other such petitions that we may have missed?   3. There's the Cato letter questioning the Obama stimulus, as well (copy+paste isn't working, for some reason) and a pro-stimulus letter from CEPR signed by Stiglitz and others. It would be interesting to see if there are differences between letters and petitions.

  5. I searched the NYT online for "economists petition signed" and found these two about a stimulus during the early '90s recession. Not immediately clear to me if they're the same or different petitions.

    You can search NYT online before 1981 but articles are gated. Lexis-Nexis would work to find other examples, though. JSTOR too. Even the Harvard Crimson has full archival search back to the 1870s or whenever it began.

    Circa June 1992:

    "When Not to Balance the Budget

    At his news conference last week, President Bush urged passage of the balanced budget amendment. But last week a petition against that amendment was delivered to Congress by the Economic Policy Institute; it was signed by 447 economists, including seven Nobel Prize winners. The statement said: 'When the private economy is in recession, a constitutional requirement that would force cuts in public spending or tax increases could worsen the economic downturn causing greater loss of jobs, production and income.' "

    Circa Fall 1992:

    "More than 100 economists signed a petition circulated by Mr. Tobin and Mr. Solow, and with the election approaching and the economy weak, other economists joined them, even some opposed to higher deficits. Essentially, they advocated public works spending and tax credits that would add as much as $120 billion to the deficit over two years. Once the economy grew briskly again, deficit reduction would kick in."

  6. Here are some more from the pre-1981 search. I can't access the full articles, but the summaries at least give the gist. Won't bother with links this time, but again just search NYT online for "economists petition signed," then "advanced search" results, then hit the "1851-1980" button in the Date Range row.

    1930, as reported in Sep 1936:

    "In 1930 more than a thousand economists petitioned President HOOVER not to raise the tariff. Mr. Hoover entirely ignored the petition and signed the Tariff Act of 1930 with its substantial increases in duties."

    Feb 1932:

    "A group of nearly 100 prominent economists, social workers and publicists issued a statement yesterday urging immediate action in the enactment of a compulsory unemployment insurance law in this State [I assume that's New York]."

    Oct 1932: the anti-Smoot-Hawley petition mentioned above, signed by 180 economists.

    Mar 1933:

    Title: "ECONOMISTS URGE PRICE LEVEL BOOST; Petition to Roosevelt, Signed by 150, Declares This Is Key to Recovery. ENDORSE NO SINGLE PLAN But Stress Suggestion for an Aggressive Credit Expansion by Federal Reserve. SAFEGUARDS DISCUSSED Colleges and Universities of All Sections Are Represented in Plea to President."

    Summary: ""Immediate and vigorous action looking to an increase in the general price level" as the spearpoint of a drive to break the depression is urged upon President Roosevelt and members of Congress in a petition signed by 150 economists of colleges and universities in all sections of the country."

    May 1933:

    Title: "AMITY WITH RUSSIA URGED IN PETITION; Letter to Roosevelt Signed by 35 Here Asks for Immediate Recognition. PRESENT STAND DEPLORED Failure to Invite Spokesmen for Soviet to Washington Seen as Weakening Economic Parley."

    Summary: "Recognition of the Soviet Government by the United States and cooperation between the two countries were urged yesterday as essential to world economic rehabilitation and the preservation of peace by thirty-five economists, educators and engineers in a letter to President Roosevelt."

    Nov 1943. Summary refers to a "majority of economists," but full article is needed to see where "petition" comes up:

    "Price stabilization is not popular with most farmers and many business men. Wage stabilization irks great sections of labor. Higher taxes have few friends. Yet the majority of economists believe that these unpopular measures are the controls that must be-imposed if the country is to avoid, the disrupting effects of inflation."

    Sep 1970:

    "4,390 Economists Urge Nixon to Veto Trade Bill; Petition Assails Import-Restricting Plan Now Before House Move Parallels Smoot-Hawley Protest of 1930 Economists Urge Veto of Trade Bill"

    There are also articles from the '50s through the '70s about ending "fair trade" laws, which allowed price fixing on consumer goods. I guess Ford ended them in the mid-'70s. The titles and summaries don't mention economists signing petitions, but since they came up in the search, the full articles might mention economists petitioning for their end.
